Available To Promise (ATP) Report provides you opportunity to observe inventory availability based on open shipment orders and receipt orders. You can fulfill your requirements according to the Reorder Quantity field that is calculating with demand and consumptions.
If available to promise field is negative, you should plan to open a new PO to the vendor side. Because you have more demand than inventory.
If available to promise field is positive, you don't need and additional PO to the vendor side. Because you have enough inventory to provide your customers' demand.

Total Open Shipment Order quantity for the related item. |
Available to Promise |
The total inventory considering on-hand quantity, new supply, and the customer's demand for the related item. |
Safety Quantity |
Extra stock level for the item to deal with uncertainty. |
Reorder Quantity |
Calculates the additional PO / RO requirement by considering all operations on the inventory such as SO, PO, and RO. Reorder Quantity = Open SO Qty + Safety Qty - Inventory Qty - Open PO Qty - Open RO Qty |
